Did you tell the agent that the CO already issued a 221(g) to your wife?  I'd be surprised if an "agent" knowingly overturns a CO's ruling.

Lots of people engage in visa runs. They reset tourist or business visas every X months after a day  trip to another country. 

They never accrue  more than  a years's residency in said country BUT USA sees it as 12 months +...  

It's a mess when different countries have different definitions of residency.

Correct.  That's why it's pointless to argue calculations of days now.  The CO already made a ruling that the wife's period of stay was residency that requires presentation of a valid police certificate from China.  And if the agent on the phone was simply a call center agent, not a CO, it's clear who has more authority on what is required to get the visa processed.

Well, it looks like you guys were right.  AIT is still requiring the police certificate.  We are now in the process of sending documents to China and have a friend on that side to help us get the notarization.  We are using a delivery company called SF (順豐速運) and we like it so far.  From Taiwan to central China it took 9 days, which included 7 days for mandatory disinfecting at an airport.

Good news on our end!  We smoothly received the police certificate back with notarization, sent it to AIT, and received the US entry visa within a few days.  Keys to our success were: 1. obtaining the original certificate while still in China.  2. having reliable Chinese friend to receive our documents.  3. finding reliable delivery service to transport the documents.
