No more package 3 at Frankfurt for IR/CR-1?

I contacted the Frankfurt Consulate because I had a question about the procedure for the form DS-2001 (Notification of Applicant Readiness) for which I found conflicting information on the Consulate's web site and from NVC (see this topic). They very nicely and promptly answered by email. While they didn't really answer my question explicitly (i.e., saying neither yes nor no), they made the following statement:

"You don't have to send in anything to our office. Once we receive files from the NVC we schedule the applicants right ahead as we assume that they are prepared for the interview."

I would interpret this to mean that the package-3 step no longer exists at the Frankfurt Consulate and that they go straight to package 4. This, of course, would correspond to what they write on their web pages, i.e., that what is equivalent to the package 3 is now being sent by the NVC.

Could somebody with recent experience at the Franfurt Consulate please comment on that.

03-01-11 -- Interview (Civics test passed, but "Decision cannot yet be made" -- Docs missing)

03-25-11 -- Oath letter received

04-18-11 -- Oath Ceremony -- USC
