Please help: embassy holding passport

In September 2021, my fiance had his interview at the US embassy in Rio de Janeiro.  At that time they asked him to leave his passport.  In November 2021, we were asked to submit the DS-5535 form, which we completed.  In January 2022, we received an email saying that the case was going into additional administrative processing, and that he should pick up his passport while we waited for the final determination of his case.  He made an appointment and picked up the passport on January 31, 2022.  On FEBRUARY 8, we received another email to bring the passport to the embassy!  At this time his case read "No status" on the website.  He sent the passport back to them.  On February 16th, the case status changed to "Refused."  We have heard no other information, and they have had his passport for a month now.  Why are they holding his passport?

 

Should I contact the embassy?  Has anyone had an experience like this?

Relax. From what I've read here, "refused" seems to be a normal status update

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.
