Hello, my question is this:

I know you can file I-130 and I-485 for your parents if they are currently in the US on a b-2 visa. But can I do the same for my sister ? If she comes here on a tourists visa ? 

I tried to find this info myself but couldn’t find any

It is illegal to enter the US via tourist visa with the intent to stay and adjust status.  That is the same for parents and siblings.  In addition, a sibling would not have a visa number available for about 15-20 years.....so the answer to your question is "NO" for multiple reasons.

I read  multiple threads here where people did this for their parent so I assumed it was legal. Ok thank you

You did not read that parents traveled to the US as visitors with the intent to stay and adjust status.  Those threads and posts would have been immediately deleted.  Good luck.

if someone is here with no intention to stay,  yes

but planning to do this is different

she will be asked at POE who she visits and reason for the trip

if she says to just visit family and Plans  to stay it is fraud

and if the CBP suspects AOS she can be turned away

but a lie to CBP is serious

You are right , I read about people actually doing this , but not about them planning this ahead. Thank you !

Do it the legal way.   Submit a proper immigrant petition and get in line.
