Please go and read it again. I said he went to embassy for his interview but at the entrance he was told interview has been canceled. Suddenly he got a text message saying you passport is ready for pickup. He asked for directions and received his passport from the nearest DHL office meanwhile the embassy requested him to send the passport a month ago which he did

No he sent his passport a month before the interview. But upon arriving for the interview he was told interview has been canceled. Then suddenly received a text message saying passport is ready for pickup

I read it completely before i answered

then u don't have all the facts

there must have been a february interview for the embassy to want passport and to return it (by the text message he got from them)  because one of the documents listed for an interview is the passport

sounds like they did the interview,  asked for passport and then denied the visa

The initial February interview was cancelled by the embassy and the embassy rescheduled him for today. The embassy requested him to send his passport in February which he did through DHL prior to today’s interview which is March 10th.

Upon arrival and was told interview canceled again without  any notice or email  . Then gotten the text message saying passport is ready for pickup

This is a new one, maybe something to do with cases being processed without interview but I thought that was for those who had one previously?

Due to Covid some embassies these days request passport ahead interviews

Now it makes sense.   A tiny morsel of info is sometimes all it takes.

No. There’s definitely some error. The rules have not been changed. For USA visas an interview is part of the process unless it’s a Dropbox renewal submission, even then if the visa is not issued automatically they invite you for an interview.

 

He should contact them and get to the bottom of it.

Perhaps there was an error.  Actually, there would have to be multiple errors since returning his passport would also have been in error.  . Does the fee guarantee an interview?  Nope. You know that the consulate is not required to look at additional information other than what is contained in the DS-160.   In addition, perhaps you overlooked my other comments such as "Unless he can convince them to re-schedule again, he will have to reapply from scratch.".   

Reapplying is always one option.

No. There’s definitely some error. The rules have not been changed. For USA visas an interview is part of the process unless it’s a Dropbox renewal submission, even then if the visa is not issued automatically they invite you for an interview.

 

He should contact them and get to the bottom of it.

He called the embassy and they said they’re going to do further investigation as to how and who canceled his interview
