Ghana embassy interview canceled without any email

Timeline

A friend was supposed to have his B2 visa interview scheduled for today March 10th at the US embassy in Accra Ghana. When he got there he was told interview has been cancelled without any email. Within a few minutes he got a text message saying your passport is ready for pickup. 
He asked how he can pick up his passport and was told he has to pickup it from DHL. He went there and he had his passport without any stamp or notice.

What can he do now since he didn’t get any notification concerning the cancellation of his appointment

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Yes.  It sounds like they processed his application and decided an interview was not needed to make a decision.

But am surprised if there’s no need for interview, why did they schedule him at the first

I assume the interview was scheduled prior to the officer evaluating the DS-160. Maybe the DS-160 wasn't reviewed until just before the interview would have taken place.

He was initially scheduled for February then they rescheduled him for today

Unless he can convince them to re-schedule again, he will have to reapply from scratch.

He called them and they said they can see the first interview that was cancelled in February by the embassy. However, they can’t see who canceled today’s interview so they’ll be investigating on who and how this happened

If the interview was cancelled, how did they happen to have his passport?
