When I went to get them again they local police recommended I submit my biometrics for the state DOJ as that would be a statewide clearance rather than a local clearance.  

Then you won’t be able to bring the original documents you submitted since the police aren’t willing to give them to you a second time for whatever reason. 
 

So bring what you have and hope you don’t have an RFE.  

 

If you get an RFE, you can share that RFE with the police department that denied you and hope they either give you what the RFE asks for or something in writing that says they refuse to give you what the consulate wants.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Illegal immigrants are US residents.

Thank you. Fingers crossed it all goes well with that. I've looked at YouTube vids of people going to the Juárez interview and they get asked for them but I hoping just the uncertified clearance will suffice.

Ok. You needed to register with selective service before you reached age 26.  Not a major issue but it means you won’t be able to naturalize until age 31.
