Processing Times in Cuidad Juárez Parents HELP!

My husband who is a USC used forms I-130 for both of his parents two become residents. We sent both applications on 8/16/2020 and got approved on 3/3/2021. NVC sent us a letter to do the forms online and send in supporting documents and payment on 4/8/2021. But the office that was helping us fill out the forms and us never noticed that they had sent up this letter till 10/26/2021 (I know!! we were very upset that this notice was never caught). We then right away sent and paid everything on 10/29/2021 and we are currently waiting for the next step. I wanted to know how the processing times are ? would i start counting since Octobre or since April? What happend next? We feeling very discouraged due to that wasted time in between.
