Question about expirations

When one recieves their NOA2, there is an expiration date on it, correct?

Is there usually an expiration that goes along with packet 3 as well? In other words, is there a date by which I must send the required documents to the embassy?

Not a date certain, but sooner or later the consulate will close the file and return the petition to the USCIS if the benficiary of the petition does not apply for the visa.

If one does not intend to apply for the visa prior to the expiration date of the approved petition it would be prudent to notify the consulate of the delay, explain why, and request that the petition approval be extended.
