USCIS and DOS (NVC & Consulate) are 2 separate entities.  You must expedite for both.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Okay my i-130 is approved , i am at NVC stage . So same rules for NVC expedite?

I am a big believer in expedites, however would suggest you go for something better than my Boss is mean to me.

Going for the fact that I'm getting a good paying job (an opportunity I might miss if no expedite) close to my wife's parents, where we are going to be living and where she will be working for them part time too ... So no Rent , 2 full time jobs ... Plus the whole my current employment situation . Not worth trying?

Based on your logic, almost every single case would qualify for an expedite.

After a case is document qualified by NVC, it enters a queue for said consulate.  Once a case reaches the front of the queue, NVC then schedules the interview, and sends the case to the consulate.

Ever since I got married , my boss (been here for 7years) is treating me badly because he assumes I'm not staying in the company, he refused to give me my annual raise , he never yelled at me before or anything , quite the contrary . Now he yells whenever I talk to him about my salary and keeps saying you are leaving anyway.... I missed a promotion that was supposed to be mine because of it...  Finances are kind of tough cuz of that cuz I have to pay rent and afford a living for me and my wife ( my American wife lives here with me) .... Long story short if I get a job offer in the us , and say the stuff my boss is subjecting me to. Is it likely to be expedited?

They are decided by the Embassy.  However, you have no idea whether the Embassy is overloaded or not, since you don't know if the staffing level has returned to normal (unlikely), whether they've worked through the COVID-related backlog, the level of requested services for US citizens (always a consular section's top priority), etc.  If, as you believe, they have a relatively light workload, and you are DQed at NVC, you should already in line for getting an appointment soon. 

 

I'm sure you are aware, however, that administrative processing cannot be expedited even if your interview is expedited and you have a job offer waiting for you.
