What does Actively reviewing your case means for CR1

What does it mean that your case is actively being reviewed??

 

Our case was received by the USCIS on the 7th of December ,we got a notification that same month ,but now it states our case is being reviewed and there's no outstanding at the moment

Just sitting somewhere waiting for somebody to do something

It doesn't mean much, unfortunately.  Someone took a look at it, put it in their personal to-do pile, checked to see if required documents were all there, whatever.
