Good morning/afternoon fam. I was living in Ukraine before and due to the ongoing war, I came back to my home country (Nigeria).  This morning, we got a notice from the NVC about a change of Interview location to Frankfurt in Germany. Does anyone have any idea why they did this and how I can go to Germany for an interview without being a resident there. Thanks!

Presumably you have yet to notify them that you need to interview in Lagos

Good morning/afternoon fam. I was living in Ukraine before and due to the ongoing war, I came back to my home country (Nigeria).  Yesterday morning, we got a notice from the NVC about a change of Interview location to Frankfurt in Germany (Without any prior request for a change). Does anyone have any idea why they did this and how I can go to Germany for an interview without being a resident there and if it's advisable considering how ridiculously crowded is the Nigerian Visa timeline is. Thanks!

Sounds like they don't expect Ukraine to resume visa interviews for an extended period.  I guess you now have a choice between Germany and Nigeria.  Each has its own pros and cons.

Frankfurt has been the designated consulate for cases originally assigned to Kyiv.

I would contact the Frankfurt consulate.  I assume NVC saw your address on the I-130 and automatically assigned it to Kyiv, and then automatically transferred it to Frankfurt.  They probably did it in bulk for anyone with Ukrainian addresses.   Frankfurt may have more detailed guidelines on who actually can interview there.

Thank you for your response. Do you advise I transfer the case to Nigeria or apply for a Tourist Visa to Germany?

Transferring to Nigeria seems a good choice since you don't have to deal with Schengen visitor stuffs. What if you get denied for the visa to Germany? Even if they give you visa, what if you get extended AP for few months or more? Then you have to either stay in Germany for that long without knowing when your visa will be issued or keep traveling back n forth that too only if they give your passport back during  AP.

Truth is I don’t think Germany has interview dates even for students, I know to have an interview in any country you must have residency there (been there for more than 6months), another challenge is that Germany is one of the most difficult country to give schengen visa. How about police certificate?. On the other hand Nigeria is a No No, I even had to transfer my case to Uk, although am still waiting to hear from NVC.

Wow!  Why is Nigeria a No No?  How long does it take to have an interview date now?
