Ukraine (Nikolaev) is not processing police certificates

Thanks. This is useful information and I will submit a new transfer and expedite request for Frankfurt. 

The question remains open - is it possible to move forward without a police certificate?

 

I have submitted the same question to Kyiv IV.

i would think only M-F

USCIS cannot waive a document or establish alternate procedures for requirements in a visa application.  That can only be done by the Department of State.

 

I don't know if you've tried any of these possibilities, but I would suggest you try any/all of these:

  1.  Ask NVC (call or e-mail) if there is an alternate procedure that they have been instructed to follow in regards to this.
  2. Call the numbers posted by the Department of State on the US Embassy Kyiv website for "Ukraine-Related Calls" -- 1-833-741-2777 (within the US) or 1-606-260-4379 (outside the US).  They may not have an immediate answer to this particular question, but it's a place to start and will let them know that it is an issue.
  3. E-mail US Consulate Frankfurt now that it has been designated as the primary post for processing Ukrainian immigrant visas (except adoption-related ones).  You might need to be a little patient in waiting for a response, because I'm sure they're inundated with questions right now, but they should be able to tell you if they've been authorized to waive the police certificate or if there's an alternate procedure to follow.
  4. Write a statement regarding the unavailability of processing for police certificates in the current situation and upload it, along with any supporting documentation you have that confirms they aren't being processed, to the NVC portal under the label "Police Certificate".  They might be able to mark your case as DQ-ed with this, which then lets the Consulate decide what to do.  

If you know there will be something negative in the police report (i.e,, a criminal conviction) and you do not have and cannot get the required court documentation, that should be included in your inquiries, as you don't want to be seen as trying to get around the requirements just to avoid or cover-up the issues.  

 

I hope you can get answers that move your case forward soon.

Per US Consulate Frankfurt, if your case is still at NVC you do not need to submit a transfer request (https://ua.usembassy.gov/visas/immigrant-visas/).  Once it is ready, NVC will send it to Frankfurt.

The case is already transferred to Frankfurt. I will probably submit another expedite request to NVC. This is what Kyiv IV wrote to me today (good response time. I wish it was more useful). 

This is what I got from Kyiv IV. 

"The Consulate General in Frankfurt will be able to advise you on case specific matters such as the availability of a police certificate.  "
