CR1 visa arrival at port of entry after 2nd marriage anniversary

Yes and going to USCIS is something very unusual. She should either get the correct GC or submit an I-90. Thank you so much for clarifying this.

Timeline

I entered the day after my 2nd wedding anniversary.  My visa in my passport said CR-1.  My greencard arrived as IR-1 with the 10 year expiration.  Travel on the 12th, as planned.  It will work out fine.

She heard the officer saying that her visa category is CR1 and the 2nd marriage is on March 11, so she must arrive in the US before March 11 or else it will be IR1 category and she might have problem at the port of entry. She then tried to clarify if she must enter before March 11 and the officer said yes. 

She mis-heard.  There is no such rule and it is very advantageous to wait and enter after your second anniversary which eliminates the need to lift conditions in two years and results in a ten-year instead of two-year card

The rule is:  Enter before the visa expires and the visa expires 6 months after medical.

Not that it changes the stated visa expiration date.  Travel on the 12th is wise.  But to clarify the timeline, the medical of applicants that get flagged for sputum testing in the Philippines expires 3 months from the results date of the sputum culture which explains the shortened timeline for interview and visa expiration after the medical.

Yes luckily she had her interview a month before the medical expiry. There are other applicants who are still waiting for interview and their medical expired. They will have to redo the medical and then wait.

Either your wife misheard or the interviewing officer misread her medical expiry date.  I was also tagged for sputum testing so my interview was only around a month before my medical expiry.  The consul officer explained that because of my medical results my visa will have a shortened validity and asked me explicitly if I can travel to the US before the expiry date (he got mine right).
