NVC won't transfer your case to your selected embassy unless you reside or are the citizen of that country or in some cases unless cases have to be moved due to conflicts like Russia/Ukraine.

To my knowledge, the intending immigrant can only interview in a country where they are legally residing assuming the US consulate is up and running (for instance, the consulates in Ukraine, and Russia are down).  You cannot pick and choose a consulate based on processing time unless one has a legal residence/visa in another country.
