Not in my opinion.  That is borderline.  $21,775 is just the minimum to be considered.  It does not equate approval.   I would definitely get a joint sponsor.

Thanks for your time, i see your point.
last year he make 23,000

this year like 24 or 25.
he is young, so only has 2 years taxes

Still close imho. Especially with inflation. Better to get a joint sponsor to avoid delays

I think it will be better to talk to a lawyer because as long as he or she doesn’t have any dependent probably will be good I advise it will be little more then 22,000

That’s not how that works.

It is entirely up to the discretion of the CO, based on the totality of circumstances.

I suggest you try to research and become educated on the process a little more before dispensing advice to people here.

A lawyer cannot impact a person’s financial circumstances, and $22k is marginal.   OP will need a joint sponsor.

The minimum amount on the I-864p is the threshold to be considered.  Below this amount there will be definite requirement for a joint sponsor.  Above this amount can require a joint sponsor or be approved without a joint sponsor at the judgement of the CO.  In order to avoid any potential delays, it might be best to have a joint sponsor lined up.  Don't submit the joint sponsor's I-864 -- have it as backup to submit if the CO tells you that you need one.
