Don't pay the fees for your father.  When you get the fee letter, just inform the NVC that your father has passed.

You can't expedite.  Your mother being alone is not an acceptable reason for an expedite.

both AOS and IV fees has been paid

Case reached NVC around July last year.. all documents were submitted by September last year

1) Do we need to do anything at this stage ?

2) where can i find how long taking for Islamabad embassy ?

Thanks

1.  Notify the NVC that the beneficiary has passed and the case needs to be closed.
2.  You can't.  You can go by what people post on FB, here, etc.

What is the best way to notify NVC ?

I am assuming this link: https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/ask-nvc.html?wcmmode=disabled

will it cause any delay for the mother ?

or can the mother just show up to the interview and mention father passed away

Thanks

There are entire, long threads about this on VJ.  You can find them by searching.
