Calculate total income from Oct 15-Feb 15 and divide by 4. Then multiply by 12, that's the annual income.

Wouldn't they think that's fishy? Like how is it guarantee for them to not request evidence to prove she will make highs and lows instead of all lows? Since it's variable part time not fixed time

They would not know nor will they take a guess about her future earnings.  They only consider current income.

They go by the evidence you present.  In this case, I would include all paystubs in order to show a pattern of earning a little and a lot, where the average is what you calculated.

I was simply guiding on how to calculate the annual income. Of course one needs to submit several paystubs as evidences of income. Of course if only two paychecks in Oct showed 2500 but the rest shows only 500, NVC won't accept the annual income calculation using 2500.

It's a judgment call. Is your wife's income enough to qualify as sponsor?  If not, nobody is going to care about highs and lows.
