Are you the US citizen? If it is your mother then your wife can not file for her. Only you. If you are not, then your mother has overstayed and her B2 visa is now no longer valid.

my wife emmigrated here , and is now a us citizen , her mother is not currently in US .... we want to start the process to get her permanent residence, we would like her to come here and wait in US while her paperwork is being processed. Thanks

OK. You can't. That is fraud. Your mother-in-law can not use her visitor visa to stay here during the process. That is fraud. She can visit every now and again but she can't remain here.
