poverty guidelines...gross/net income?

hello!

is the 17K poverty guidelines, gross income or net income? just want to be sure... and i still have a few more questions... you see i just started to work early this year, so i still dont have income tax return. is it going to be ok? or i should have a co-sponsor? and i dont make much but it is above the poverty guidelines if it is on a gross income basis. thank you guys!!
