Sorry for the silly question but I'm sending all of this tomorrow morning and want to be 100% sure.
I'm doing a petition for my parents and I'm about to send i-864 for both and financial records etc etc.

I'm living in California.

I was told to mail all this to:

DOS Visa
P.O Box 65446
Potomac Falls, VA 20165
It also states in this link to send to address above (https://travel.state.gov/content/travel/en/us-visas/immigrate/submitting-documents-to-the-nvc.html)

 

But, in https://www.uscis.gov/i-864, it says to send documents to:

 

U.S. Postal Service (USPS):

USCIS
Attn: AOS
P.O. Box 805887 
Chicago, IL 60680

 

FedEx, UPS, and DHL deliveries:

USCIS
Attn: AOS (Box 805887)
131 South Dearborn - 3rd Floor
Chicago, IL 60603-5517

Any idea if it's the Potomac Falls address or the Chicago address?

The NVC only accepts online submission to CEAC.  

I sent in separate i130 to uscis.  Think my case transferred to nvc
 

An agent at NBC told me to send it to potomac falls.  But online on I864 it says to send to Chicago.   
 

ceac? I don’t think that’s the only way to submit documents it’s through online, right?

In that case, the I-864 form must be submitted online via the CEAC portal after the I-130 petitions for your parents have been approved.  For consular processing of IR5, I-864 is submitted to NVC, not mailed to USCIS.  Around a week or so after the I-130 are approved, NVC will send an email with instructions on how to login to CEAC and upload the required documents, including the I-864.

The only way to submit the I-864 is online with CEAC.

 

Has the NVC instructed you to pay the DS-260 and I-864 fees?  You have to KNOW that the NVC has received the approved I-130 from USCIS.  You can't just think the cases were sent to the NVC and start sending in documents by mail.  That is absolutely not how it works.

The I-864 is used for people adjusting status inside the US as well as for people going through consular processing abroad.  Your parents are going through consular processing since they are in Sweden.  That means the ONLY WAY to send the I-864 is through uploading through CEAC after being instructed by the NVC to do so and paying the fees online.
