I Filled 1-130 For Spouse Outside The US and i got a receipt number and case is being actively reviewed for more than 107 at national benefits center (which not appear in estimated processing time in other centers) 

 

Is NBC now reviewing i-130 without adjustment of status (because he is actually outside us or this is uscis mistake and what should i do about that because 4 months now passed since my online submission

There is no adjustment of status for immigrant visas.

 

You are still early in the process and within normal processing time.  US immigration is not fast.

i just wanna know that my case is on the track 

 

i submitted it online without assistance and i don’t file part 64 which tell that i need adjustment of status and the receipt number from nbc i received

nbc i know that receive i-130 application with i-485 only but i received from them the receipt not other center and i didn’t file i-485 because he is outside the us

You just have to wait like everyone else.

comparing to other centers .. national benefits center is fast or slow in processing i130 petitions?!

Please be aware that the entire spousal visa process can take 2 years or more.  Be patient.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

K-3 visas are virtually non-existent.

USCIS sends petitions to their offices around the country, most likely to try and balance the workload.  California service center is taking up to 38.5 months right now to process an I-130 which is crazy.  There is no logic to it of course, and NBC/MSC is not listed as an option on their estimated processing times site, so the best you can do is check times for the other, listed service centers.  Some seem to be fast, others very slow.   MSC is where my husband's I-751 is, and they have a reputation for being slow.  Maybe you'll have better luck with the I-130 there.  Patience is your friend right now.  Good luck!

If you build a timeline the VJ estimates for case processing are fairly accurate.  Your file goes where it goes, there is no way of telling from the USCIS website how long it will take to process your I130 petition.
