NVC accepting documents but messages not good enough

Timeline

The NVC is accepting my documents and still wants proof of domicile! I sent them 3 times and accepts but then says I need proof of domicile in the messages. Every time I sent new one I have to wait 3 months for them to see it. I’m living outside the USA at the moment and can’t go back until my husband finishes his citizenship in Germany a couple more months hopefully. When I came to Germany I got pregnant and couldn’t go back due to the doctors wishes. I’ve showed my tax returns,US bank, my license with my address, and passport. Now requesting for more information not sure what else to send to them!

if anyone went through the is please comment. What other documents could I sent? It has been 2 years in USCIS process and 1 year in the NVC process.
