Chances of the visa being issued in Montreal before April 2023 are slim and none anyway.  Timelines here can't really accurately predict Montreal backlogs.  Better to delay at NVC if it comes to that.  Doing so will preserve the visitor privilege.

Not entirely accurate. A friend's spouse in IR1 category was DQ'd by NVC in November 2021 and just had their interview at Montreal consulate last week.

OK.  Any other data points that predict the future of another case?

Delay uploading documents.

As I understand, you can’t let this go beyond a year, right?  Is there a specific step during the NVC stage that you recommend?

Not to hijack this thread, but I’m looking to delay for a different reason..

Can this be optimized?  For example, the process is explained in steps at the State Dept website as:

Step 1
    Submit a Petition
Step 2
    NVC Processing
Step 3
    Pay Fees
Step 4
    Affidavit of Support
Step 5
    Financial Documents
Step 6
    Online Application

Would one be able to complete steps 3-5 (I-864, tax info, etc), and "wait" on submitting the DS-260 for step 6?

If AOS or police docs get too stale I can imagine at the interview getting an RFE.

Yes, you can delay at any point, but as another said, police reports need to be current enough at the interview.  (Within a year of issue)  That's WHY I suggested delaying submitting documents.  Your steps 3 - 6 above are all part of the NVC process.
