Wow, that was quite an interesting watch, I'd be so curious to know what those officers put on the Secondary Inspection report. Such an odd set of circumstances, there's no way she should've been admitted on the B-2 given very, very, clear immigrant intent. I'm not super familiar with the PoE's that way, but Thousand Islands isn't exactly a tiny PoE that never gets IVs as far as I know, so they ought to know better?

HI boiler thank you for your IQA&S. After the brief conversation with Mr. Hacking we are  feeling a little better that we didn't do anything wrong. We have decided to try bringing her in on the IR1 again via Montreal Airport this time. If that goes awry we will be out of time and hopefully can restart the process without penalty. 

 Again than you all for your suggestions

I mean, they asked her to quit her job, get to the US on a tourist visa, and adjust status. That is basically telling her to comit fraud. Certainly these agents need to get their butts kicked. Also for calling her “stupid”. 
So yeah, follow Hacking’s advice to enter the US. And then file for FOIA, get their names and report them.

He’s a power tripping clown and has no locus to do what he did. Personally I would ignore his tosh and show up at the nearest border control location where they will definitely get it fixed.

I don’t understand the reasoning behind leaving the USA when deferred inspection hasn’t been tried.  It costs money and it has risks.  Only USA citrus and USA LPRs are legally guaranteed admission to the USA.

Actually, that is a valid point.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I have not seen a similar case, my first thought was to flagpole and re enter with immigrant visa, now I also do not know quite what a deferred inspection site could or could not do.

 

The Hacking stuff I have seen has included some issues I disagree with and have been tempted to comment, I am also aware that he gets cases thrown at him without time to consider and where the facts are confusing at best and not well explained.
