It means your approved I-129F has been sent to the embassy.

The next steps are somewhat based on the embassy for your case.  Some have mentioned you can use the case number and ID number to create an account on CEAC/USTraveldocs to fill out the DS-160, pay the fee and schedule the medical.  Others state you need to wait for the embassy to send you the "Packet 3" mail/email (to the beneficiary).

In either case, you will eventually need to schedule the interview.  The NVC/embassy will not schedule it for you.  If the FTP letter states something like "we have scheduled your interview" just ignore it.  It is generic paragraph they use that only applies to CR1/IR1, CR2/IR2, IR5 and family preference cases.

The U.S. Embassy in Kampala does not process immigrant visas. Immigrant visa applicants residing in Uganda must attend an in-person visa interview at the U.S. Embassy in Nairobi, Kenya. If you have received an immigrant visa interview appointment in Nairobi, please read and follow the interview instructions for the U.S. Embassy in Nairobi that are posted online at nvc.state.gov/interview. You can also visit U.S. Embassy Nairobi's webpage for more information.

u need to check with this embassy to see if u schedule your own interview

Thank you, I already filled out the D-160 but it doesn’t show me anything or anywhere like making a payment. Is there a separate site I have to access than the CEAC?  To make the payment or I just have to wait for the official welcome letter from the embassy?

Some of those instructions on that site are specific to CR-1/IR-1s such as the filing of a DS-260 (should be DS-160) and preparing a I-864 (should be I-134).

Unfortunately, CEAC's status messages can be confusing and incorrect at times. READY is a very good sign, but the message does not always align with the embassy's status. It varies from embassy to embassy, but generally you need a follow-on communication from them with instructions for accepting your appointment and paying your MRV fee. Our status was READY for 6 weeks before the consulate finally invited us to pay our MRV fee and accept the interview slot.

When the embassy says you're ready, you will pay your MRV through the usvisa-info.com website: https://ais.usvisa-info.com/en-ke/iv/information/k_visa.

This packet may be dated: https://travel.state.gov/content/dam/visas/pk 3 supplements/NRB - Nairobi.pdf but it says to wait for the embassy's communication before using the usvisa-info.com site.
