I would like to petition for my little brother whose only 17 years, he's still in HighSchool and is a straight A student. I am a USC and would like to know how-long will it take for his application to be approved ?

Does the 7 years rule still apply to him even though he's still underage ? If yes, does that timeline is still viable or is it longer with covid now ?

My parents are both still alive and I'm thinking to petition for them as well in the future, idk if this matters or no. I would like appreciate any guidance please.

What is this 7 year rule? Minimum wait is 15 years. More exact wait time depends on country of origin.

 File for your parents online today. With some good luck, if they are able immigrate in 1.5-2 years, they could petition for your brother under F2A and he may possibly immigrate in another 1.5-2 years with some luck and cspa help. This is fastest he could immigrate. If he ages out, he needs to wait another 5 years or more but still much fsster than you petitioning him.

There is no 7 years rule when a US citizen petitions a sibling.  What are you talking about?

 

It takes minimum 15 years to petition for a sibling.

 

If your parents are LPRs, they can file for their unmarried children.  Your brother could turn 21 during this process and age out from the F2a category to the F2b category.  The current wait in the F2b category is about 7 years for most countries.

Should I apply for both parents at once ? Will this affect my sponsorship capabilities to do both at once ? And finally when you say apply online today. Do I have to pay the fees today ?

I always thought that it was only 7 years for some reason (today is my first time in VJ in almost 10 years). So apply for both parents then hope it does get approved faster.

You can apply for both parents at the same time.  You will need to make enough for your household plus both parents if you are petitioning both.  

Unless you got the I-130 and supporting documents ready to file today, you aren't paying any fees today.  You pay the I-130 fee when you file it - either online or through the mail.  Then there are the DS-260 fee, I-864 fee, etc., later on.

File for all three of them.  You have to pay I-130 fees immediately.
