It looks like the time from NOA2 to NVC Received is usually a few days. My letter from KyivIV states. My NOA2 is 2/8

Once your I-130 is approved, you will receive an Approval Notice and then a notification from the National Visa Center with the case number (KEV+10 digits) and further instructions. At this point, you would be able to contact NVC to request an expeditious processing of your case by submitting a scanned letter (or statement) to NVCExpedite@state.gov

Any idea how fast expedite might go?

Depends on the reason for expedite.

Based on this email (extract) from Kyiv IV (with the goal as getting as many Americans and near Americans out before any war breaks out)

"If your beneficiary’s IV case is current and eligible for transfer, you may submit a request to the National Visa Center to have your case transferred to Embassy Kyiv for expeditious processing.  Please contact NVCExpedite@state.gov to request your case be considered for expeditious processing.  "

Looks like our timelines are similar. I got the same letter from the Embassy with the advice to check the link they provided for acceptable reasons to expedite your visa. Our reason "imminent war" or whatever, was NOT on the list they provide. It's understandable reasons - medical treatment, long separation, etc. - but not, "war".

What I meant was, it depends on the reason you are submitting for expedite.  For example, if it's a life or death medical condition and surgery needs to be performed in the US, then the review, approval and interview should happen quickly, as long as you submitted all the documents:  doctor's letter, medical report, US hospital or surgeon ready to perform the operation, etc.

As of Sunday, February 13, 2022, the Department of State will suspend consular services at the U.S. Embassy in Kyiv.  The Embassy will maintain a small consular presence in Lviv, Ukraine to handle emergencies, but will not be able to provide passport, visa or routine consular services.  U.S. citizens may seek these services at U.S. Embassies in neighboring countries.  U.S. citizens seeking emergency assistance in Ukraine should complete this online form and the State Department will respond.
