Visitor visa appointment canceled but required to get back in wait line

They do whatever the State Department tells them to do. Obviously the DoS doesn't care that much about tourist visas right now, so if they're not given instructions to prioritize the backlog or help get those appointments scheduled, it falls through the cracks. Most likely a lot of those CO's are busy with other stuff right now, given how huge the other visa backlogs are. I don't think you can look at this as a "right or wrong" situation, it's all fallout from Covid and I don't expect things to get back to normal for at least a few years. Also, if the receipt expires that might be a computer related issue, where it expires after a certain date. Then, the DoS has to address that issue separately to reflect the chaos Covid has caused, and that could take time as well. I don't expect anything to be changed quickly.

I've yet to see a place where any visitor visas are being prioritized right now. Even the ones with lower official wait times have similar problems with cancelling and/or even getting appointments to open up.

 

If you have USC relatives in the States, have them write their congresspeople to complain about it. That's really the only thing anyone can do, voice your opinion and hope it gets heard. I'm pretty sure DoS is aware of the problem (tourist visa backlogs) but you never know and it costs nothing to complain to one's local senator or rep.
