For example right now processing time for I-130 for spouse of California service center is around 30 months, while Nebraska service center is only 4.5-7.5 months. 

 

I am in California, so if I file I-130, will my case be in California service center by default, or is there anyway to know which service center it will be before filing?

There is no way to know, and they are not dispatched to the centers based on where you live.

You won't know. 

And don't pay attention to the initial service center because it can and usually does change. 

If you file online you'll probably be assigned to Nebraska at first and then transferred to another center. 

I believe Nebraska processes cases so fast (according to USCIS) not because they're speedy but because they mark transferred cases as "case complete".

 

You should aim for the petition to take about 8-12 months before approval. If it's faster consider yourself lucky.
