Local Social Security Office does not want to give my US Citizen child a SSN

We send in the original docs every time we renew a passport.

Being here or not here has nothing to do with getting a card issued.  They just didn’t feel like doing it.

Also, how about the custody? according to my local security office supervisor, I need permission or some kind of power of attorney from my child's mother in order to apply for SSN. Otherwise she advise me to contact the Embassy in Costa Rica.

I am the biological father, Do I still need custody in order to apply in behalf my child's SSN? my name shows as the father in my child's CRBA as well.

This is the only route for OP but instead of Manila Embassy they should forward their SSN application to Costa Rica FBU. Since OP is already in the U.S, I would suggest they email Cost Rica FBU and inquire if they would accept documents notarized in the U.S by local state notaries in lieu of sending the originals.

It is not.  As noted we applied for a SS card for our daughter with a CRBA after we arrived in the US.

All OP needs to do is mail in the application without “mansplaining” his situation.

You make sense and this is what I just did today. Download the application, fill in it, sign it, and attach my child's CRBA, Passport and my Passport. I chose another social security office instead of my local one. I will keep you updated all you guys!

IMO sending it to another local office isn't going to solve the problem.

You do need to show custody. You would be the parent or guardian applying for the NH number holder (baby under 18, foreign born USC). For YOU to apply on baby behalf you need custody (baby in US would be in your custody). Since the baby is not in your custody the request for the SSN needs to come from the parent with custody overseas and filed through the mail https://secure.ssa.gov/apps10/poms.nsf/lnx/0110205080

 You said it yourself, you applied for your daughter's SSN when you "arrived"  in the U.S, with her, No?  OP's kid is abroad and he cant bring the baby to the U.S yet, therefore their only route is Costa Rica FBU. What you're saying is for OP to sneakily put an application at an SSN location in the U.S with the child's original CRBA and passport in the mail and hope they don't catch it or ask him to come to an appointment with the child.

Thank you for your reply and I really value all the help and information everyone here is sharing with me but I believe I am not doing anything wrong at end. My child is a US Citizen and has the right to have a social security number without any question or reason to my believe. Instructions from the social security are not very clear either, they don't mention if children born abroad need to be physically present when applying for a social security card, they only mention children 12 and over need to be present.

 

Regarding legal custody, mom can't travel to the US yet and we both have a good relationship and I will eventually have my child's custody once my child arrives here for medical treatment, we can't wait a full year or more for her mom to come here when I petition for her, my child is coming anytime sooner, this is another reason why I was just curious in applying for her social security number in advance.

 

I guess I just have to wait and see what the outcome is, if for some reason I can't get her a SSN now I will just wait for the returning documents and just bring my child here first and start the process all over again.

I have never, ever brought a kiddo in personally to get a SS card for them.  You think the SS admin knows where infants or newborns are physically located when they get an application by mail?  LOL.  “Appointment with the child” indeed.  If the application comes from the parent then there is no question that the parent has the right to apply for it.

 

There is no, none, zero requirement to “come in for an appointment” for a social security card.  Never has been, never will be.  It is not “sneaky” to apply for one either.   This is the natural parent, this parent’s name is on the CRBA and the parent can match his ID with the CRBA.

There is not even a sniff of “sneaky” here.  They are not divorced, the mother is not a USC, and there is no need to “show custody”.

Mail the application and they will send the card.

You are not doing anything wrong. Make sure your ID matches your name and DOB on the CRBA - they require a parent or legal guardian to make the application.  As parent, you are the proper applicant for the child.  Good luck.

NOTE:  The reason they don’t mention it is because it is not required.  I’ve never even read that a parent has to bring their kiddo in for a SS card LOL.  That’s nuts.

Passport?  Yes.  SS card?  Never.

Thanks for the luck, regarding my ID, well the only ID that I submitted was my US Passport which matches my child's CRBA certificate, same name, same date of birth. I am the biological parent and I am actually married to my child's mother but we married in Peru since I am planning to petition for her soon.

I know.  This is a straightforward application.  You’ll be fine.  Did you get a passport for the kiddo?  That might have been good to include.

The people who seem to know the most about this are the ones who never did it LOL.  
We applied by mail while we were in the US on vacation in 2009, we did “fire and forget” and went back overseas.  They mailed her card to my parent’s house.  We didnt come back to the US until 2012.

I submitted my child's US Passport and CRBA Certificate, along with my US Passport and a short note indicating where to return the documents as a reminder.
