Is it possible for case to be expedited before payment in CEAC goes through?

Your original question has already been answered to the best ability anyone could have.  Whether the fees show as paid is irrelevant.  Whether they will approve your expedite is something you'll have to wait to find out, but it will not be "immediate" as to interview and visa issue.  Typically, an expedite at this stage would take around three months from expedite approval to interview.  If you are concerned about exiting Ukraine "immediately", do it.

From 11 June, 2017 Ukrainian citizens holding biometric passports can travel to the Schengen Zone without a visa for a period of 90 days within any 180-day period for purposes other than working.

They are also allowed to visit the four countries which are not part of the Schengen zone such as Norway, Iceland, Liechtenstein, and Switzerland.

The person who did suggest that also happened to completely miss the original question I posted. Not even sure I can say I got an answer to it in this thread.

 

I do appreciate your empathy. I too am hoping for the best outcome.

 

 

I think everyone knows when one talks about family it is always we.

 The uncomfortable truth though. USCIS and DOS and the embassies don't recognize you as a unit yet. It's US citizen and faceless foreign national trying to gain entry to the US.

Is it possible for @sativo to request a transfer to another embassy so they're able to leave Ukraine and wait for an interview there?

I disagree that the original question was answered. It was rather specific and yet somehow the thread has veered off into your somewhat snarky commentary of "what I need to hear/know". If you don't know the answer to the original question. that's ok.

Answering your original question. 

Expedite decisions usually take longer than 2-3 business days. So, you'll probably receive a decision after the payment has been completed. 

I've seen posts in the past where expedite has been approved and the applicants have been told to submit DS260 and I-864 ASAP.

That, and I already told the OP, that the payment status was irrelevant to the expedite approval process.  Maybe he missed it both times.
