Is it possible for case to be expedited before payment in CEAC goes through?

Our petition arrived at NVC and we've been assigned a case and invoice number. I've submitted payment but it says that payment can take 2-3 business days.

 

In the meanwhile, I've submitted an expedite request because we are in Ukraine and are getting emails from the State Department to leave Ukraine immediately. 

 

I received a reply back from NVC:

Quote

 

Your request for expedited processing of this immigrant visa petition is under review. We will send you the result when it is completed.

 

Please note: Only the U.S. Embassy or Consulate can approve or deny expedite requests.

 

Please do not send any repeat requests. It may delay the response time.

I'm wondering if anyone knows if it's possible for the expedite to be approved even before payment is processed and our DS-260 is submitted?

 

If so, what typically happens in this case? Would we still have to wait for payment to be processed and submit our DS-260, or would all this be handled at the US Embassy?

Are you a USC?   If so, you can return anytime.   It may be wise to contact the Kiev consulate directly to see if they are expediting immigrant visas for relatives of USCs.

You would leave your wife and stepdaughter in a situation like this?

Not sure expediting will help in a situation like this, quicker but not quick. Maybe best to just get out and interview elsewhere.

You said, "We are getting emails....leave immediately".  Truth is that YOU are getting those emails.  The emails are coming to you because you are a US Citizen.  Although you don't want to leave without them, that has nothing to do with the emails.  Frankly though, I think there's a good chance your expedite will be granted, but nobody can be sure.  Don't expect them to act so fast that your payments will not have cleared yet.

Facts are cheap...knowing how to use them is precious...

You are in a very tough situation.  It's time to face your actual truth, and make your tough decisions accordingly.  You may be forced to chose whether to leave them behind.  It will be YOUR choice.  Do NOT conveniently misinterpret the US Dept. of State's purpose for those emails.  They are advice to you, not your "we", making the choice even tougher.  But, unfortunately, it come with the territory.  Glad I'm not in your shoes.  You have other choices though, which would be to get to safety elsewhere.  If I were in your shoes, I would be looking for a backup plan.

I really don't get how people can hold the idea of "you" not "we" when it comes to family.

 

I can only imagine the picture people have in their head when giving the advice that I "can return anytime". And what then... meet up with them on zoom from the comfort of my US home, licking my Cheetos covered fingers, telling them how much I love them?

 

The person who did suggest that also happened to completely miss the original question I posted. Not even sure I can say I got an answer to it in this thread.

 

I do appreciate your empathy. I too am hoping for the best outcome.

Have a look in the Russian, Ukraine, Belarus forum. 

Maybe someone has been successful requesting expedite for CR1/IR1 but currently it appears as if expedites for K1s are being denied, but this is at USCIS level.

Perhaps you can reach out to the embassy and see if they can help you.
