Financials at Port of entry.

My sister in law has received the F1 visa. Coming from Philippines she will be arriving in the U.S.. I belive she received some instructions about bringing proof of financial support to the Port of Entry when she arrives. Does that mean to just bring the I-20? Or does it mean to also bring bank statements? From what I understand it looks like she'll just need her Visa, Passport and I-20, but I want to make sure.
