Should I get a lawyer to help with my specific case?

No. National Visa Center is the department based in the US that collects approved petitions and the documents, fees forms and evidence required for the process.. and then forwards the complete package to the correct overseas consulate for the interview stage.

Thank you for the clarification  , so at the consular stage in the embassy what happens if a spousal visa is denied at the embassy , does the applicant have to start from stage one by filing from the beginning at uscis level ?

No.

Depends on the reason for denial.
