Two Money Orders for I-129F Packages?

I'm about ready to send in my I-129F application and all that accompanies it, but I'm a little hung up on where it states to make two copies of money orders for my fiance, as found on THIS page under the "Mail the I-129F Package to the USCIS" section.

"Make TWO copies of the entire package before you send it in. This includes the money orders too. You want to have a perfect replica of the package you are sending in."

I've never paid with money orders, but aside that it sounds like I will be paying twice for the same application.

Could I get a little clarification of why this is necessary, and if I will actually be paying $535 for the same application twice?

Thanks!

No, the photocopy would not be legal tender.  Just for your records.  To be save, just write "Void" across the copy and keep an entire copy of everything you send in one tidy packet at home, so that mid-process when you're freaking out trying to remember what you put for question 13D, you can refer back to it.
