0% chance you will get the tourist visa.

Your only options are:

1. Get K1 visa, enter USA with it, get married, stay permanently inside US and file Adjustment of Status (green card) papers within 90 days of K1 entry.

2. Get married somewhere else, file for CR1 visa, enter USA with CR1 visa and receive green card after entry, live/work permanently in the US.

Which one do you think is the best/ fastest option? K1 visa and get married in the us or get married in Italy and cr1 visa

Nothing is fast.

Do CR-1.

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

Neither option is "fast", so the best thing to do is accept that this whole process is going to take about 2 years to finish, no matter which visa you go with. I would say CR1 is better. K1 is very cumbersome and it is actually only the first step in getting the green card. It is taking about 1 year to get the K1 visa. After you enter with K1 and get married, you have to file Adjustment of Status. During Adjustment of Status, you cannot work or leave the USA until you get the proper document (known as EAD/AP card). Adjustment of Status takes an additional 1-2 years to process. So if you go with K1, you are looking at possibly 3 years of waiting until you are officially a green card holder. Adjustment of Status is extremely annoying and it has its own fees.

With CR1, you get the green card after entering the US and are immediately a permanent resident, so you are able to work and travel internationally. It's a much cleaner process. CR1 is currently taking 1.5+ years.

I agree, if you plan to marry in Italy, the CR1 is your only option which is fine as it is a superior visa overall, the K1 process overall is also taking a long time, and since you are an Italian citizen, you can still use ESTA to visit during the process.

Good Luck!

CR-1 is best.  Neither is fast.  The overall process is several years.

Being able to successfully immigrate to the US requires much planning, time, money and patience.  You should definitely ask your USC fiance to open an account here to begin learning about the process.

Unfortunately, ESTA is not an option for OP.
