They have ordered the departure of family members of US citizen employees and granted voluntary departure for non-emergency personnel, but the Embassy remains open.  However, it is unlikely that they will continue to process visas normally, as the focus of the Consular section in situations like this becomes emergency services to US citizens in the country.  They will likely try to finish the cases they have at Post but not request any new case files from NVC until the situation calms down.

the US embassy now has Ukraine at a level 4 alert 

Thank you very much everyone! Good news, father received the passport with the visa today, although he has annotation on it  "212 (G) (2) (B) Class A or B (TB) Req Attn of USPHS At POE". Not sure of significance on this but we are feeling much better now with his passport on hands! :)
