To see what priority dates are becoming "current" (meaning that people with those dates are now becoming eligible for visas/green cards), check the Visa Bulletin published by the U.S. State Department every month.

It shows a list of visa cutoff dates, in every category. In some cases, the categories are also broken down by country, due to the fact that there are per-country limits on visas, and the demand from those countries is especially high. This is usually true for China, India, Mexico, and the Philippines.

If the Visa Bulletin shows "C" or "current" under your application category and your country of citizenship, it means that there are visas available under the said category for your country and you should either expect to see correspondence from the National Visa Center (NVC) soon or should, if you're adjusting status, prepare and submit your green card application.

If the Visa Bulletin doesn't have a "C" but instead shows a date for your category and country, it means that all the people whose priority dates are prior to that date can apply for an immigrant visa under that category. So, when you see a date that's later than your own priority date, get ready to apply for your immigrant visa and green card."

Anyway, for your brother it all depends on whether your mom is a USC or GC holder and your brother is adult, under 21, married or unmarried.

I’m using my phone and watching tv so probably I was slow replying back. Anyway thanks for your answers. I thought for mom will be less years that’s why I had her file for my unmarried brother with her green card and not my citizens. He is older than 21

I think we are getting confused because OP brought up 2 sets of cases with different visa categories and PDs --

  • Friend's brothers' cases are F4 category.  Current wait time is 15 years from filing.  So if friend filed 8 years ago, brothers have around 7 years more to wait until NVC stage.
  • OP's brother's case is F2B category, as petitioner is their LPR mother, not the OP.  Current wait time for F2B is 7 years from filing.  So if brother's case PD is 2017, remaining wait time until NVC account activation is around 2 years.

Sibling visas take 15-20 years.

My friend’s siblings are married now.

My brother who my mom filed for him by green card is not married.

1) Her friend filed for the friend's siblings.  Those 2 siblings were not married when the I-130 was filed, but is now married.  Their NOA2 was 09/2020, their PD was around 09/2012.  OP was asking when to pay for and submit documents to NVC.  Also, how to handle the matter of them being married now.  Category F4

 

2) OP's brother was petitioned by her LPR mom as unmarried son over 21.  PD 01/2017, NOA2 01/2021.  His category is F2B

Assuming it is correct, then:

 

A) For your friend, her brother's cases will not activate at NVC until about a year before their PD becomes current.  Currently, that seems about 4-5 years from now for everywhere except India, Mexico and the Philippines (Mexico is the longest wait - about 22 years from I-130 filing).  Good news is that F4 allows dependents - spouses and children - without having to petition for them separately.  They will fill our their family details when they complete the IV part at NVC.

 

B) For your mom's son (your brother), his case should be active at NVC around this time next year, give or take a few months.  He will need to remain unmarried.  Also, as a quirk of the immigration system and the allotment of the number of immigration visas to the different categories, your mom should remain an LPR until your brother immigrates.  If your mom becomes a citizen, then the wait is about 1 year more.

 

 

This is really key for the case of the OP's sibling that their LPR mother filed for.  The OP did not clarify if their mother was planning to naturalize, but with this in the system, I would hold off until the F2A visa for the brother is finalized.
