No Green Card Received Yet??

My parents were processed into the USA on 6/24/21 last year on a IR5 Immigrant Visa but we haven't yet received their green cards to my US mailing address. So it's been 7 months and no green card yet. I've tried online tools to contact USCIS but I haven't had any luck in contacting them.

 

Could someone please help advise here? Much appreciated.

 

They did pay the USCIS Immigrant Fee of $220 per person for processing and mailing the green cards
