Yes I know NOA1 is right when the filing is received but it shows they did receive payment.

 

I'm getting a notarized statement tomorrow morning from the bank manager that issued the cashier's check saying the check is still valid, they have no record of anyone trying to cash it, and it has not been returned to them. That first bullet point in the rejection letter isn't correct. It wasn't a credit card payment so the second bullet isn't correct either.

 

I'm asking how to get someone at USCIS to review this evidence to reopen the case so I can pay again. For example, you can't upload files to a closed case online. Try to make a field office appointment?
