Well you can, you only need the EAD if you need it to show to say an Employer. We often see for example people wanting to work remotely for a overseas Employer.

 

And yes it is moot.

There is no IF regarding the need to show the EAD to an employer...

What would an overseas Employer do with a US EAD?

Nothing, because people working for overseas employers don't need US Employment Authorization.  It's not a US job, unless they are being treated as a US Employee.  I worked for a Canadian Company, as a US Employee.  It wasn't a "remote" job.  The Canadian Employer needed an I-9 so they could properly withhold taxes, report, etc.  I-9 forms require EAD or Green Card from non US Citizens in the USA.

It might disrupt the process if she moves after filing/ you want her to interview in Colombia and she is in Spain when her interview arrives

OR she is scheduled to interview in Spain but decides to move back to Colombia and is no longer a resident of Spain. 

Some members have reported issues with trying to move consulates (but usually its a bigger problem with K1 not the CR1/IR1 visa).

Changing consulates after petition filing always causes a delay, but is not difficult to do.
