Processing Time for 9(a) visa in SF Consulate?

Applied for our ROM on 12/3/2021 after marrying online. The San Francisco Consulate reported it now takes up to 12 weeks to complete.
I thought I would receive an official notice that it was in-process and I could apply for the 9(a), but never did.
I sent an email and they responded saying to go ahead and apply.
I applied for the 9(a) on 1/11/2022.
Curious to hear from those who have received a 9(a) while their ROM was in process...how long did you wait for it to be approved?

My passport was mailed back to me within days (with the visa). But that was in October.

I didn't receive any official communication from them, just USPS tracking. With Omicron it wouldn't surprise me that the process is running slower at the moment.

I haven't applied at SF but I know first hand someone who did in early December with a filed but unprocessed Utah ROM and Utah marriage Certificate.  He had the 9a visa in less than a week and traveled successfully to the Philippines and is very happily there now.  He still hasn't seen any signs of progress on the ROM.  It' seems like they are just expeditiously rubberstamp approving 9a's for those with Utah marriage certificates and filed but unprocessed ROM's.
