PSA Marriage Certificate and CEMAR at NVC Stage for US Marriage

We just paid our AOS/IV fees and will be uploading NVC documents soon. CR1. Upon review of the document requirements listed here, I found this:

We have a Utah marriage certificate. We don't have a PSA marriage certificate or CEMAR/AOM yet (but should soon; waiting on the DFA to transmit our ROM to the PSA). If we upload only the US marriage certificate to the NVC, and no PSA marriage certificate or CEMAR, will that result in an RFE? We will have everything by the time of the interview.

Upload what you have now.  Of the documents you mentioned, only the Utah marriage certificate is required at NVC stage.  A few days prior to the interview, make sure to also upload the PSA ROM, CEMAR, and the evidence of in-person meeting during/after the Utah wedding ceremony.

 

I was married in a traditional (not online) ceremony in the US and did not file for ROM.  At NVC stage, I uploaded my US marriage certificate.  No ROM, no CEMAR.  My case was DQ-ed in just one round, without RFE.  A day before my interview in Nov 2021, I uploaded to CEAC my CENOMAR (not CEMAR because PSA does not have a record of my US marriage).  My visa was approved without any trouble at the embassy.

 

Note:  I did have trouble with CFO counseling because of my lack of ROM.  Good thing you already filed for yours, so you won't be grilled about your ROM like I was.

We did exactly like @Chancy said with our Costa Rica marriage certificate.  PSA ROM and Advisory on Marriages was not requested and we did not upload them to become Documentarily Qualified.  After we were already Documentarily Qualified and got an actual interview date we did upload the PSA ROM, Advisory on Marriages and a few other things we thought might be helpful if the consul browsed through prior to the interview.  I suspect we would have been just fine even if we never uploaded that stuff at all though.  We were married in Costa Rica so they wanted to see a proper Costa Rica Marriage Certificate, not a PSA ROM.

 

For CFO however, as "Marriage Certificate" we created a pdf with PSA ROM first page, front and center, Advisory on Marriages second page, with Costa Rica Marriage Certificate, translations and apostles last.  That helped them sail through CFO with little hassle.

  • June 25, 2021: NVC review for Stepdaughter, RFE submit additional Doc
  • July 08, 2021: Wife Documentarily Qualified by NVC
  • August 31, 2021: Stepdaughter Documentarily Qualified by NVC
  • September 15, 2021: Received Interview Date from NVC, October 05, 2021
  • September 22, 2021: Passed physicals at Saint Luke's Extension Clinic
  • October 05, 2021: Interview at US Embassy Manila. Verbally approved by US Consul. Positive interview experience.
  • October 05, 2021: CEAC status changed to "Issued"
  • October 07, 2021: Passports tracking for delivery on 2GO Courier website
  • October 08, 2021: Passports with visas delivered.  "Visas on hand"
  • October 08, 2021: Paid Immigrant Fee
  • October 12, 2021: Temporary CFO Certificates Received
  • October 26, 2021 POE arrival at LAX
  • November 02, 2021 Social Security Cards arrive in mail
  • January 31, 2022: USCIS Status changed to "Card Is Being Produced"
  • February 04, 2022: USCIS Status changed to "Card Was Mailed To Me"
  • February 07, 2022: Green cards received.
