I'm not from pakistan, but my husband (greencard holder) filed for me and our kids. here is a rough timeline for you:

I130 filed - April 13 2021

case received - May 15 2021

I130 approved - Jan 17 2022

Documents and fees submitted to NVC - Mar 14 2022

 

** below is my guess only, since i'm not DQ-ed yet**

 

DQ - Early June 2022

Interview date at consulate - June 2024

Entry to USA (if visa approved) - Aug 2024

 

so, your brother still has a way to go. around 2-3 years minimum. Good luck.
