Green Card not received

Thank you all for your input. I made the payment and changed the address online , it says in the status I should receive the card within 90 days.

She can travel outside the US and return until October 2022 with the stamped visa, this serves as a green card for one year from the date of US entry.

Translation - The endorsement is the stamp your mom received on her passport when first entering the US with the visa in October 2021. From the date of this stamp (October 2021) she can use this visa stamp as proof of being a permenent resident, for exactly 1 year. After that she will need her physical green card as proof. So yes, she travel to Canada and will be allowed entry on the basis of the visa stamp until October 2022. After that, she needs the physical greencard.

they did not put this stamp on the visa as the payment for the green card payment had not been made before entering the country 

CSB only wrote entry date on the passport /  2nd time i have heard this has been done

Not correct.  Once admitted into the US, and the passport is stamped with the entry date -- whether it is actually stamped on the visa or not -- it is valid proof of IR-5 status for one year from the entry date.  The visa itself contains the statement that it serves as the a temporary I-551. (The green card is merely permanent confirmation/proof of the status granted at the Port of Entry.) 

 

The stamp at the POE does not change whether the green card fee has been paid or not.  As long as it has the entry date and the status granted (IR-5 in this case), that's all it needs.  Some officers are more careful where they put the stamp, to ensure at least part of it is actually on the visa, but it doesn't really matter.  The placement on or near the visa has no significance.  There are likely thousands of entry stamps that aren't carefully placed on the visa itself.  The required "endorsement" is the stamp -- wherever it is in the passport (usually on the visa page or nearby on the adjacent page.

 

The recommendation to pay ahead of time is for the convenience of the immigrant, as they don't have to remember to do so along with all the other things a new immigrant has to do.  It really doesn't matter to the Port of Entry whether it's paid or not -- their job is to make sure the individual meets the requirements of the status being sought.  If so, passport is stamped with date and status granted -- what happens next is another office's job.  The immigrant status has restrictions on it if the fee is not paid prior to entry.

My bad typing --- missed a very important "no" in this sentence!  It should read:

       "The immigrant status has NO restrictions on it if the fee is not paid prior to entry."

I made the payment and case status changed on January 22. Still no card is that normal ? I emailed the USCIS using the inbox in my account but no response
