The I-751 must be adjudicated first. That is, you may have a combo interview where the IO will process the I-751 *first* and then head to the N-400. Others may also get an approval for the I-751 first without an interview, depending on their specific case and then the N-400 will may be processed on its own.

 

It is not possible to get an interview for the N-400 if the I-751 hasn't been decided on, either with or without an interview.

It is possible and has happened to a lot to have a N400 interview before  a decision is made on I751. The officer either turns that the N400 into a combo if he has or can access i751 files or he will just do the N400 interview but holds on the approval till i751 is approved.

This is exactly what I meant to convey above. I admit that the wording may have been confusing, but the N-400 cannot be approved without having the I-751 adjudicated first. Thanks for the clarification.

Thank you, everyone! Thus, I can apply for N-400 as I-751 is pending and wait for what happens. The reason why it is important is that original foreign passport of the immigrant is for the Maiden name, while her actual name in her home country is already legally changed to the new last name. Thus, this foreign passport is invalid (with her maiden name) but the consulate is not accepting interviews. Mess. Thus we hope she gets her US passport rather sooner to be able to travel with messy documentation.
