Missing Chinese Birth Certificate from 1930s

My mother was born in China in the 1930s but emigrated to Canada in the 1970s. We are now trying to bring her to the US and are at the point of filing papers with the NVC. They need a birth certificate, but she doesn't have one. She has no Hukou book nor any proof of her birthplace or date. Any suggestions? Is it true that we will need to make an attempt with the Gong Zheng Chu, be denied, then present that as an explanation to the NVC? Thanks for your help.
