Even if she sent what they ask for with the initial application, she must send it again. 

 

 

She did and they send them every thing back with the envelope and stamps on the letter. And again , got twice same letter. That’s why confused.

yes. And she received the exact same package as she had received in January. The first photo is from January, the second photo is from recent days. 
Look at the stamps, they approved twice but still return them… I think they should keep those documents.

This is really weird.

Resending the RFE despite her sending all the documents 3 times now. 

 

She needs to talk to a Tier 2 agent.

I looked more up and found similar case with the red stamp. It seems just to notice that the documents were approved. But I don’t know why USCIS sent back the birth certificate, its translation and marriage with two priority mail envelopes my friend used to send.

The weirdest thing is that they have sent it back two times already.

What's the address on the envelope?
