copy of foreign birth certificate problem (pink form)

I received a pink form today stating that my birth certificate needs to be issued by a civil authority and they are unable to complete the processing of my application to register permanent residence without the initial information.

I must submit a foreign birth certificate family census register and an english translated form. I am South Korean.

USCIS did not state that I should send an updated notarized family census register form for this year but I'm not too sure. I do have a notarized Family census register form for 2007 this year however I have one notarized from 2006 last year. Can I still send this copy?
